Students summonsed for rope burning, alcohol
On Dec. 9 at 1:38 a.m. an officer was on patrol with two RAs in Penobscot Hall when they overheard a male in the hallway talking to another male. One male said to the other, “Meet me in my room and we’ll burn a rope.” Believing that this was slang for smoking marijuana, the officer went back to the second floor after finishing his rounds.
He could smell the strong odor of burning marijuana coming from the room. As the officer was about to knock on the door, the resident exited the room. The resident, identified as Patrick Hampton, 18, was followed by a very intense smell of the so-called “rope.”
Along with Hampton were two others in the room and all three denied smoking. The officer continued to question Hampton, who soon admitted to having drug paraphernalia in the room. He turned over a pipe that contained marijuana residue and a marijuana cigarette.
Another individual, identified as Riza Dekidjiey, 19, was questioned and appeared to be under the influence as he was having difficulty standing. Hampton was summonsed for possession of drug paraphernalia and marijuana. Dekidjiey was charged with possession of alcohol by a minor.
Repeat offender
Later that night, at 3:05 a.m. officers received a complaint of a disorderly male in Penobscot Hall. According to the RA, Riza Dekidjiey was walking up and down the hallway in an attempt to locate more alcoholic beverages and appeared to be extremely intoxicated.
The RA reported that his noises were causing a disturbance to the other residents who call Penobscot Hall home. The officer knocked on the door of Dekidjiey’s room and he denied being in the hallway, stating that he had been in his room the entire time. He was issued a warning for disorderly conduct and was told that if there were any further complaints he would be arrested.
While en route back to the station, the officer received another complaint from Penobscot Hall, which turned out to be another complaint regarding Dekidjiey. The RA had observed him pounding on the doors again and when questioned about it, he denied ever being in the hallway. As a result, Dekidjiey was arrested and charged with disorderly conduct.
Disorderly conduct
On Dec. 10 at 3:43 a.m. officers received a report from the second floor of Androscoggin Hall of a male who was walking through the hallways, drinking and banging on doors.
Officers arrived and located Theodore Smyth, 21, and observed him banging on the doors. They took him into the study lounge and issued him a disorderly conduct warning. Officers warned him that if the behavior persisted he would be arrested.
Smyth stated that he understood and claimed that he just wanted to go back to bed. After Smyth returned to his room, another resident reported that he had entered her room uninvited and his actions made her fear for her safety.
As officers were talking to the female resident, the RA reported that Smyth had exited his room and was pounding on doors again. Officers located him and observed that he was indeed banging on the doors. He was arrested for disorderly conduct and transported to Penobscot County Jail.
One of those weekends
On Dec. 9 at 6:27 a.m. officers received a call from the third floor of Oxford Hall of an intoxicated person vomiting in the hallway. Officers found the individual unconscious and laying facedown in a pool of his own vomit.
They tried to raise him and were not able to get him to respond. The officer requested an ambulance. The male, Seth Haven, 18, of Belfast, came to, but his speech was slurred.
He said that he would be OK, but other than that he was hard to understand due to the level of intoxication. He produced a MaineCard as identification.
The officer explained to Haven that he wanted him to be checked out by the paramedics and when the crew arrived he stated that he just wanted to be left alone.
As the crew assessed his situation the officer noticed a significant change in Haven’s demeanor. He had clenched his fist to the point of it being discolored and his breathing began to increase. The officer told him to unclench his fist and to stay on the ground. Haven then became verbally abusive toward the officer and began to threaten him, postured himself in a fighting stance and raised his fist toward the officer.
At that point the officer told him to relax, which he did. As he began to sit down, he immediately sprung to his feet. The officer felt that assault was imminent and placed Haven under arrest. He struggled as officers placed him into custody. Backup arrived to assist the officer. While being escorted to the cruiser, Haven stated, “I’m gonna f— you up.” Haven was arrested and charged with disorderly conduct, refusing to submit to arrest, and possession of alcohol by a minor by consumption.
Driver charged for using marijuana
At a safety checkpoint on Munson Road on the night of Dec. 9 at 1:19 a.m. a vehicle failed to stop, continued down the road and then turned around. At this point police gave chase to the vehicle and stopped it for attempting to elude a roadblock.
The vehicle was stopped on College Avenue. The driver was identified as Brian White, 23, of Guilford. He was asked to exit the vehicle and perform a field sobriety test.
After failing the test he was arrested for operating under the influence. White blew a 0.05 on an Intoxilyzer test. Officers performed a search of his car and found a marijuana pipe under his seat.
A drug recognition expert was called due to White’s low test results. The expert alleged that White was under the influence of marijuana and he was charged with operating under the influence of marijuana. He was also charged with possession of drug paraphernalia.
